The official word is "Windows 7 users will get an updated IE8 with the next update of Windows 7." Windows 7 Beta currently comes with an IE8 build that demos Windows 7-specific UI features (like history in the jumplists), and is interesting from that perspective, but is not IE8 RC1 (and not very useful from a website compatibility testing perspective.)
